Director of Air Navigation & Aerodrome Division

Air Navigation Services and Aerodrome (ANSA) Division, established in July 2022, marks a significant milestone in the evolution of aviation regulation and oversight in Malaysia. Born from the merger of the Air Navigation Services Standard Division and Aerodrome Standards Division, ANSA is a unified entity that brings together the strengths and expertise of both domains. ANSA generally operates in two primary areas: the Air Navigation Services (ANS) and the Aerodrome and Ground Aids (AGA).

The ANS wing focuses on ensuring seamless and safe Air Traffic Management (ATM) Operations, harmonizing flight procedures and relevant publications, managing licensing activities for Air Traffic Controller personnel, and overseeing robust communication, navigation, and surveillance services in Malaysia.

On the other hand, the AGA wing directs its efforts towards the growth, safety, and sustainability of aerodrome operations, both international and domestic. This includes the strategic development of aerodromes and its surroundings, the regulation of specialized aviation operations like water aerodromes, Short Takeoff and Landing (STOL) ports, and ensuring the safety of helicopter operations through heliports.

With a commitment to excellence and in alignment with international standards set by the International Civil Aviation Organization (ICAO) and other countries best practices, ANSA plays a vital role in ensuring the safety, efficiency, and sustainable development of the country’s air navigation system and aerodrome infrastructure.

Our Mission

To regulate and oversee the air navigation services and aerodrome operations in Malaysia, ensuring adherence to Malaysia Civil Aviation Regulations (MCAR) 2016, ICAO standards and recommendations. At the same time benchmarking with other international best practices and contributing to the robust growth of the aviation industry.

Air Traffic Management (ATM) Operations Unit

This unit is responsible for regulating ATM operations in the country. It ensures the effective execution and adherence to the rules and standards set by MCAR 2016, ICAO’s Annex 2 (Rules of the Air), Annex 3 (Meteorological Service for International Air Navigation), Annex 11 (Air Traffic Services), Doc 4444 (Procedures for Air Navigation Services — Air Traffic Management (PANS-ATM)), Annex 12 (Search and Rescue), Annex 19 (Safety Management) and other ICAO Docs as guidance for seamless Air Traffic Management Operations in this region. The unit main focus revolves around safety, quality, and continuous improvement by collaboration with all relevant stakeholders.

Flight Procedure & Publication Unit

This unit is tasked with harmonizing flight procedures and publications, this unit works in accordance with MCAR 2016, ICAO’s Doc 8168 (Procedures for Air Navigation Services – Aircraft Operations), Doc 4444 (Air Traffic Management), and Annex 15 (Aeronautical Information Services). It ensures all flight procedures and publication align with global best practices and adheres to ICAO standards.

Personnel Licensing (PEL) Unit

This unit oversees Air Traffic Controller personnel licensing and examinations, as well as the approval and oversight of Air Traffic Controller – Approved Training Organization (ATC-ATO) as outlined in MCAR 2016, ICAO’s Annex 1 (Personnel Licensing) and other ICAO documents.

Communication, Navigation & Surveillance Unit

This unit oversees services of communication, navigation, and surveillance provided for air navigation services in Malaysia by ensuring all operating as according to MCAR 2016, ICAO’s Annex 10, ICAO Docs and all relevant best practices in this region. The unit main objective is to ensure seamless connectivity, thus promotes safe, efficient, and sustainable air navigation in Malaysia.

International and Domestic Aerodrome Unit

This unit regulates both international and domestic aerodrome operations in Malaysia. Following MCAR 2016, ICAO’s Annex 14 and other relevant ICAO Docs as guidance, it ensures compliance to all regulations and standards at the same time fostering safety of aerodrome operations.

Aerodrome Development Unit

Pivotal in the future of aerodrome operations in Malaysia, this unit oversees the growth and development of aerodromes and its vicinity. Adhering to regulations in MCA (Aerodrome Operation) Regulation 2016, standards in ICAO’s Annex 14 Volume I and other ICAO Docs as its guidance, it focuses on planning, and developing world-class aerodrome operations. It is done by guiding the growth and development within vicinity of aerodromes, balancing safety of aircraft operation, and sustainability.

Water Aerodrome and Short Takeoff and Landing (STOL) Port Unit

This unit oversees and regulates water aerodromes and STOLports in Malaysia. Adherence to MCAR 2016 and also following standards and recommended practices in ICAO’s Annex 14 (Aerodromes) with other ICAO Docs as guidance, this unit ensures these specialized aviation operations meet safety and efficiency standards.

Heliport Unit

This unit regulates helidecks and heliports, ensuring compliance with relevant regulations outlined in MCAR 2016 and ICAO standards Annex 10 Vol 2. Its role is vital in promoting safe and efficient helicopter operations and soon vertiport to facilitate the advance air mobility operations in Malaysia.
