Director Of Management Services
The Management Services Division comprises of seven Units which encompasses Human Resource Management, Administration, Asset Management, Procurement and Development and Project Management Unit as well as Information & Communication Technology Unit. This Division function to oversees the housekeeping of the division, services matters, administrative, day-to-day running of CAAM and welfare of the officers and staff.
Human Resource And General Administration Section manages service matters such as appointment, resignation, job confirmation and pension. Other associated activities are planning and management of:
- Job placement, exchange and rotation
- Human Resource Management Information System (HRMIS)
- Secretariat to the Jawatankuasa Pengurusan Sumber Manusia (JPSM) and Numeration and Remuneration Committee (NRC)
- Appointment of contract officers, renewal of appointment and termination
- Updating and recording officer/ staff information in the service book
- Disciplinary matters
- Career progression plan
- Succession plan
Administration Unit is the core unit in managing the daily operation of CAAM. This Unit maintains and managing work related to clerical duties in accordance with the functions of the Department/ Division in general administrative matters to ensure the smooth functioning and operation of CAAM. The responsibilities include:
- Manage and maintain systematic file and record management based on the National Archives file classification
- Oversee general administrative work such as business correspondence, cleaning offices and security room office
- Coordinate logistics and office space maintenance needs
- Manage applications for overseas travelling (official/ personal)
- Manage the maintenance of office equipment, furniture and vehicles according to the General Administration’s schedule to ensure readiness
- Coordinate meetings and events under the Management Services Division
Asset Management Unit is responsible to administer the management of all movable assets of CAAM. The Unit primary function involves planning, monitoring and supervising all aspects of movable asset management and ensure the assets are well managed in accordance to the government’s guideline and procedures. This Unit coordinate the assets management in terms of:
i. Acceptance
ii. Registration
iii. Storage and inspection
iv. Maintenance
v. Disposal
vi. Loss and Write -off
Procurement Unit is responsible for ensuring procurement matters under CAAM are implemented by good governance practices in compliance with Governments’ rules and regulations based on the principles of accountability, transparency and fairness. Procurement Unit is responsible to perform the following functions:
- Manage the annual procurement plan of CAAM
- Manage the registration and updating information of suppliers
- Manage the preparation of Local Order
- Manage Tender / Quotation / ePerolehan / Direct Negotiations process
- Secretariat Committee for Quotation/ Tender Board/ Price Negotiation Committee
- Advice on Contract Administration
- Advisory services for procurement execution of Tender/ Quotation
Development and Project Management Unit monitors and coordinate the implementation of development projects under the Malaysia Plan in terms of physical and financial aspect and reports the stages of progress to the management, Ministry of Transport (MOT) and central agencies. Essentially, this Unit facilitates matters related to aviation sector development project and regarding land use by Department of Civil Aviation, inclusive monitoring and maintaining data on buildings, other irremovable assets and residential quarters under CAAM.
Information & Communication Technology (ICT) Unit maintains and monitors the implementation of system application and manages IT resources including hardware, software and network capabilities. This unit assists in the coordination and implementation of the e-Government initiative at the departmental level. ICT unit also plan, manage and advise on procurement of ICT services and ICT project in accordance with the procedures and circulars currently enforce. It also supervises and monitors robustness of ICT security in CAAM including physical security and network security. Apart from that, this Unit also provide reliable ICT services, support and consultation on ICT technical issues. In addition, ICT Unit also organise ICT outreach and awareness programme periodically.
