YBhg. Dato’ Mohamed Sharil Tarmizi
YBhg Dato’ Mohamed Sharil Tarmizi is a consultant focused on corporate and regulatory advisory work. He started his career as a lawyer specialising in construction law and subsequently became a corporate advisor involved in several corporate turnaround exercises.
He was a former regulator on the internet, telecoms, online media as well as the postal and express delivery industry. He had two tours of duty serving Malaysia’s telecoms, media and postal and digital signature regulator, the Malaysian Communications and Multimedia Commission (MCMC) where he was in the pioneer team during the formative years of MCMC (2000-2006) after the cessation of Telekom Department of Malaysia (Jabatan Telekom Malaysia) and the Broadcast Licensing Division, Ministry of Information (Bahagian Perlesenan Penyiaran, Kementerian Penerangan Malaysia). After several years in the private sector, he was invited to return to MCMC to become its Chief Operating Officer before later being appointed as its Chairman and Chief Executive in late 2011.
During his tenure in public service, amongst others, he coordinated the first high level “Expert Dialogues on Real-time Monitoring of Flight Data” between the International Civil Aviation Organisation (ICAO) and the International Telecommunications Union (ITU) soon after the conclusion of the ITU’s World Telecommunications Development Conference in 2014.
He sits on the board of several public listed companies in Malaysia and several other private companies spanning across various industries. He is a passionate supporter of technology start-ups.
Sharil graduated with an LL.B(Hons) from University College of Wales, Aberystwyth and qualified as a Barrister, of Gray’s Inn, London. He was also called to the Malaysian Bar.
YBhg. Dato’ Normah Binti Osman
Dato’ Normah Osman began her career with the Ministry of International Trade & Industry (MITI) in 1995 and has served various positions in MITI until 2018. In July 2018, she was appointed as Deputy Secretary-General (Policy) in the Ministry of Entrepreneur Development and in January 2019, she was appointed as Division Secretary in Policy Planning and Coordination Division of Ministry of Education Malaysia. Currently, she is the Deputy Secretary-General (Policy) of the Ministry of Transport.
Dato’ Normah holds a Bachelors Degree in Business Administration from The National University of Malaysia, a Diploma in Public Administration from the National Institute of Public Administration (INTAN) and a Masters in Arts (Management) from Claremont Graduate University, California, United States of America.
Norizam Binti Abas
Puan Norizam binti Abas is a highly accomplished professional with extensive experience in
economic analysis and strategic policymaking. With a background in economics from prestigious
Malaysian universities, she has served diligently across various ministries, notably the Ministry
of Finance (MOF), the Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) and the
Public Service Department Malaysia (JPA).
Puan Norizam began her career with the MOF in 1997 and she has served various positions now.
Throughout her tenure, she has been instrumental in formulating and executing economic
policies, implementing outcome-based budgeting frameworks, and driving initiatives aimed at
advancing the nation’s transition towards a cashless society.
In 2002 and 2018, she was honored with the prestigious Anugerah Perkhidmatan Cemerlang
from the MOF, underscoring her exceptional contributions to the governmental sphere. Presently,
as the Deputy Director of the National Budget Office (NBO) in the MOF, she continues to
contribute her expertise to ensure smooth budget management and strategic resource allocation.
Puan Norizam holds a Bachelor’s Degree in Economics from Universiti Utara Malaysia (UUM)
and a Masters in Economics from Universiti Kebangsaan Malaysia (UKM).
Captain Mohamad Seth Mohd Ariff
Captain Mohamad Seth Mohd Ariff is a respected airline captain who carries with him 40 years
of experience in the aviation industry. Over his four decades of career, he demonstrated a strong
commitment to his profession and showed exceptional skill in flying multiple fleets of F-50,
B737, A330, B777 and the iconic A380 aircraft.
Captain Mohamad Seth started his flying journey with the country’s national carrier, Malaysia
Airlines in 1980. He received training from the Air Services Training Perth, Scotland and was
later seconded to the Department of Civil Aviation (DCA) in 1984. During his extensive career
with Malaysia Airlines, he served as an instructor and examiner for B737, A330, B777 and A380
aircraft.
He was also appointed as the General Manager Flight Operations and later as Senior Vice
President where he was responsible for overseeing Fleet Operations within Flight Operations and
managing various technical and contractual matters across the company.
Renowned for his expertise, Captain Mohamad Seth served as a beacon of knowledge and
leadership within the aviation community. His leadership skills and dedication to aviation have
left a lasting impact on the industry. Captain Mohamad Seth’s story serves as an inspiration to
aspiring pilots and professionals in the field, showing what can be achieved with hard work and
passion for flying.
Lim Yong Heng
Tuan Lim Yong Heng is a distinguished aviation professional with over two decades of
experience, excelling in various capacities. Beginning as an Air Traffic Controller in 1995, he
quickly ascended through the ranks, acquiring expertise in Aerodrome, Approach Radar, and
Area Procedural & Area Radar operations. His tenure at the Control Centre in Subang showcased
his adeptness in managing complex airspace dynamics.
Advancing through the ranks, Tuan Lim has held significant positions such as Assistant Director
of Air Traffic Services and Senior Assistant Director Air Traffic Management. His influence
extends globally as he represented Malaysia on the ICAO Council, contributing to the
development of international aviation policies.
Throughout his career, Tuan Lim has made significant contributions to the service, representing
Malaysia at various international forums and conferences. Noteworthy among his contributions
are his participation as a technical expert in the 5th ASEAN Air Transport Working Group
Meeting in Manila, Philippines and the 11th Air Navigation Conference in Montreal, Canada.
Tuan Lim’s leadership was further exemplified during his tenure as Chairman of the Asia Pacific
Group members of the ICAO Council. His unwavering commitment to advancing aviation safety
and efficiency on global scale underscore his prominence in the international aviation
community.
YBhg. Prof. Dato’ Ts. Dr. Mohd Zamri Yusoff
Prof. Dato’ Ts. Dr. Mohd Zamri Yusoff is a distinguished academic leader with extensive experience in research and innovation. With a background in mechanical engineering from prestigious United Kingdom universities, he has served diligently in various leadership positions within Universiti Tenaga Nasional (UNITEN) such as Deputy Vice Chancellor for different portfolios including Research and Innovation, Academic and Research, as well as Student Affairs, Alumni and Management.
Began the career in 1997, his tenure at UNITEN spans various key positions showcasing his commitment to academic excellence and institutional growth. His remarkable achievements, including Gold, Silver, and Bronze Medals for inventive contributions recognized by esteemed institutions like Malaysian Invention and Design Society (MINDS), Ministry of Science, Technology and Innovation (MOSTI), and Ministry of Higher Education (MOHE), underscore his dedication to excellence.
Beyond academia, Prof. Zamri’s impact extends to the wider community, as evidenced by honors such as the Darjah Johan Negeri (Penang) bestowed upon him by the Penang State Government. Presently, as the Acting Vice Chancellor at Universiti Tenaga Nasional (UNITEN), Prof. Zamri continues to contribute his expertise to ensure the advancement of research, innovation, and academic excellence within the institution. His knowledge in research and innovation is particularly relevant to aviation industry’s mission of ensuring safe, secure, and efficient air transportation in Malaysia.
Prof. Dato’ Ts. Dr. Mohd Zamri Yusoff holds a Masters in Engineering from University of Cambridge, United Kingdom and a Doctor of Philosophy in Manufacturing and Mechanical Engineering from the University of Birmingham, United Kingdom.
Dr. Julian Tan Kok Ping
Ts. Dr. Julian Tan Kok Ping is an esteemed professional with over two decades of expertise in the research and development of Unmanned Aerial Vehicles (UAV). Presently, he has served diligently in various leadership positions within Taylor’s University such as Senior Lecturer in the School of Engineering, Faculty of Innovation and Technology and the Programme Director for both the Mechatronic Engineering (Hons) and the Robotic Design and Development (Hons) programs.
His extensive research and academic experience are complemented by his role in advancing the integration of Unmanned Aerial Vehicles (UAV) and shaping the future of aerospace engineering education. Dr. Julian Tan’s profound impact extends into investigative work and policy research within the national space and aviation sectors, where he has over eight years of experience working closely with ministries and government entities to advance industry standards and practices.
Dr. Julian Tan’s illustrious career is adorned with numerous accolades and honors that highlight his commitment to innovation and service. In 2016, he was appointed as an Honorary Colonel by the Malaysia Civil Defence Department, recognizing his significant contributions to civil services. Additionally, his inventive prowess was celebrated with a Gold Medal at Innovation and Technology Exhibition (ITEX) in 2009 by the Malaysian Invention and Design Society (MINDS) for his outstanding innovation.
Ts. Dr. Julian Tan Kok Ping holds a Bachelor of Engineering (Aerospace) from Universiti Putra Malaysia, a Master of Engineering Science from Universiti Tunku Abdul Rahman, and a Doctor of Philosophy in Mechanical Engineering from Monash University, Malaysia.
YBhg. Dato’ Captain Norazman Bin Mahmud
Chief Executive Officer
Dato’ Captain Norazman Mahmud brings over 30 years of expertise in the aviation industry to his role as the Chief Executive Officer of the Civil Aviation Authority of Malaysia (CAAM). He began his flying career in 1991, flown various aircraft fleets including the B737, B747 and A330, and was the first pilot in Malaysia to be rated on the A350 aircraft. His initial training at the Civil Air Training Academy Australia laid a strong foundation for his career, leading to his long tenure with Malaysia Airlines Berhad. There, he served as an examiner for B737, A330, and A350 aircraft and held the position of Fleet Captain Wide Body. From 2017 to 2020, he served as Chief Pilot Fleet Operations at Malaysia Airlines Berhad, where he played a crucial role in enhancing flight operations through technological advancements.
At CAAM, Dato’ Captain Norazman has held several key positions, including Director of Flight Operations, where he spearheaded strategic initiatives focused on Digital Transformation, Documentation, Training, and Collaboration. These initiatives were aimed at aligning CAAM with its vision of becoming the world’s leading aviation authority. He later served as the Deputy Chief Executive Officer (Regulator) before assuming his current role as CEO, where he oversees both the operational and regulatory functions of Malaysia’s civil aviation authority.
Dato’ Captain Norazman’s leadership extends beyond national borders. He was elected as Chairman of the Regional Aviation Safety Group Asia and Pacific Regions (RASG-APAC), a role that underscores his commitment to aviation safety across the region. In 2024, he was also elected to the Civil Aviation Navigation Services Organisation (CANSO) Executive Committee, where he contributes to the overall performance of the organization and serves as CANSO Safety Champion.
